Police struggle with budget cuts and new laws

The state-run broadcaster has been under pressure to make cutting costs and reduce redundancies one of its most pressing priorities in the coming months.

However, this month the State Council, which is responsible for budget cuts across state-run broadcasting institutions, agreed to provide 1.2bn yuan ($12.6m; £7.3m) to the public broadcaster to replace the public broadcasting budget cuts already carried out by the previous administration of Kim Jong-un.

This amount would leave the state-run broadcaster with less than 3.4 billion yuan to spend on its television broadcasting and radio broadcasting over three years.

Kim Hae-soo, the state-run broadcaster's executive director, told reporters that the budget cuts would be gradually replaced by efficiencies and savings across the public broadcaster's broadcast operation, including by increasing the number of staff it currently employs.

"This is the start of the transition of the state-run broadcaster to a totally different era," he said, according to the official Korean Central News Agency (KCNA). "We need to achieve the highest quality for both people and to give them a better experience."

The new plan will take effect on October 1, Kim said.

Since the re-establishment of the North Korean government, state-run broadcasting has seen unprecedented budget cuts with the number of television stations and radio stations cut to less than half the level of a decade ago. It is also facing the prospect of the end of broadcasting as North Korea's official medium.

But some analysts say the budget cuts to the broadcast sector would be a start, while others believe that cutting costs is not enough and may actually be counterproductive to Pyongyang's quest to increase its influence.

"What was done to make public broadcasting more state-sanctioned was not a good start," said Kim Won-seok, a professor of media studies at the Kyungnam University in Seoul.

"The public media and television sector has been steadily decimated because of the economic changes that have come about in North Korea. They have been losing their ability to cover the most serious and challenging problems," she told the Korea Herald.

The recent financial changes have helped fuel a wave of criticism by international human rights organisations that the state-run broadcaster has been an impediment to international efforts to improve human rights.

"I think many in South Korea are not prepared for these huge changes in this country and its leadership," Kim said.

At a recent news conference, state news media announced plans to set up new television channels and increase its media coverage in other countries. But these programmes, however, have been met with hostility from public critics who accuse them of perpetuating North Korean propagand

Ararat gets new mayor after six months

Ararat's new mayor, Ashraf Hosseinian, said he "absolutely and positively" supports the government's move to ban all construction work in the city.

Hosseinian also voiced support for the creation of new jobs as a result of the government's decision.

"We are proud and confident that we have finally secured the necessary support to proceed with this vital project. Now we are ready to take the next steps," Hosseinian said.

As of Wednesday afternoon, more than 500 businesses in the Ararat area had filed for licences to construct buildings in their proposed zones of interest.

According to the Ministry of Economic Development and Planning (MoEDP), Ararat's construction sector, the fifth largest in Iran, accounted for nearly two-thirds of the nation's gross domestic product in 2015.

The Ministry of Construction had promised to reduce the number of vacant land parcels by 50 percent during its 2016 budget and improve the quality of existing plots.

Iranian construction sector employs more than 17,000 workers in the country.
